Director of the Pushkin Museum. Pushkin Marina Loshak and the Deputy Director of the Tretyakov gallery Tatiana Marulas told that only through funds of the largest museums can conduct large international exhibitions exchange with foreign museums.
“Cultural institutions don’t have to earn – said Marulas. – Nevertheless, the support of the Tretyakov gallery funds and, in particular, the Fund “Art, science and sport” Alisher Usmanov, has allowed us to increase our funds and run several large projects in which the state had no money at all.”
At Breakfast discussed the issue of public funding of culture and philanthropy. According to Vladimir Medinsky, the Ministry of culture actively cooperates with foundations and business and always welcomes any initiative on their part: “We are ready to offer investors the most interesting forms of interaction. Not only systemically, but even in individual cases.” Medinsky complained that in Russia there are a huge number of abandoned houses, which are unique monuments of architecture. The state can not contain them, and the business does not want to, because under the current legislation of these estates can only do the museums. He added that the Ministry is working on a mechanism for the transfer of such estates to business, so after restoration you can use them as something different.
“Believe me, at the price of a small house in cap Ferrat in Russia it is possible to obtain a very large house with incredible open spaces with the size of the entire Principality of Monaco, at least somewhere in the Novgorod region. And I think it’s really going to cost about the same. We may have even less. So, if you have a house in cap Ferrat, why do you second? And sell it,” said the Minister and added that to restore such a house in Russia, too, will be much cheaper than a castle in France.
Representatives of charitable foundations, in turn, complained to the Minister that the rules of financing of cultural institutions lacks transparency, and the percentage of public and private support are very different. For example, the Bolshoi theater is the Fund, eight of whose members allocate annually for €350 000, said a member of the Board of the Group of companies “Renova” Andrey Shtorkh. The amount of private support for such images is equal to €2.8 million, which is 5% of the total budget of the theatre (€56 million) excluding gain from the sale of tickets. However, not all organizations have the Fund.
Today the problem of the private support of cultural institutions is not that there are no sponsors, and that it is not clear how and who should be supported. On the one hand, the Russian legislation in the field of culture lacks the mechanisms to support projects. “There are legal restrictions which we may not always place the logo or to Express gratitude to the sponsors on the advertising banners of the event,” said President of the Moscow international Biennale of contemporary art Yulia lifelong musicianship. On the other hand, “in Russian culture it is not customary to ask.” According to the curator of contemporary art center “dawn” in Vladivostok, Alice Bagdonaite, we still have no culture presentation and “packaging” projects.
At the end of the Breakfast, it became obvious that the Russian business is ready to invest in culture, but no clear mechanisms for this interaction will not be effective. Moreover, many experts believe that in times of economic downturn, when conventional investment instruments are not working, come to the fore alternative forms of investment, such as investment in the arts. The result of these initiatives was, for example, the Faberge Museum, created on the money, Viktor Vekselberg, and the donation of the Tretyakov gallery collection of paintings Helium Korzheva acquired by Vladimir Nekrasov.
