“In all regions, expenses for utilities are compensated if the income of citizens does not exceed the figure established in the subject. The state is taking measures to support low-income citizens, ”the public activists state.
According to the decree of the government of the Russian Federation, citizens have the right to receive subsidies for paying utility bills if they make up more than 22% of the total family income. This means that if a family earns 14 thousand rubles, and payments for housing and communal services (calculated according to regional standards) are 5 thousand rubles, then the difference is paid from the budget. 22% is RUB 3080. This means that the subsidy should be 1920 rubles. This compensation is paid to the resident ex post facto to his own account.
In order to qualify for subsidies, the following conditions must be met at the same time: the person is the owner or tenant of the housing where he permanently resides; housing and utility costs account for more than 22% of total income; there are no debts on previous payments; the applicant for subsidies works or stands at the labor exchange (for able-bodied citizens).
The subsidy is calculated for an area of housing less than 33 square meters per person, less than 42 square meters — for two people, less than 18 square meters — for each, if the family has more than 3 people.
