Parliament adjourned, the CEC remained the same

Speaker of the Verkhovna Rada Andrei Parubiy said that the meeting with the heads of factions was successful and managed to find a common language, but concrete results on the agreement on updating of the Central election Commission said.

He said this during the evening session of Parliament on Thursday after another 45-minute meeting. According to him, the meeting was attended by seven heads of factions that have managed to “negotiate”. He then gave the floor to representatives of fractions.

The first was made by the leader of “Radical party” Oleg Lyashko, who said that the head of the Parliament spoke very diplomatically and in fact, in the country’s political crisis.

According to him, now one person in the Ukraine is trying to usurp power and urged the President Petro Poroshenko make to the Parliament a new view of 13 members of the CEC.

On monopolization of power and political crisis was also expressed by the representatives of the factions “Opposition bloc”, the group “Renaissance” and “the will of the people”, “Batkivschyna” and “Samopomich”.

A word about the specific arrangements or some new position they have not articulated. In the “people’s front” declared that are ready to joint work. The representatives of the faction “block of Petro Poroshenko” his position in the Council was announced.

After the speeches, Parubiy has closed the plenary session and did not report exactly when and under what conditions MPs will start upgrading the CEC.

The decision of the EU about €1 billion for Ukraine, published in the official newspaper

The decision of the European Parliament and of the Council of the European Union on granting Ukraine a fourth program of macro-financial assistance in the amount of one billion euros on Friday, 6 July, published in the Official journal of the EU.

This decision will enter into force on the day of the 20th summit Ukraine-EU which will take place in Brussels.

“A prerequisite for the granting of macro-financial assistance of the Union should be that Ukraine respects effective democratic mechanisms – including a multi-party parliamentary system and the rule of law and guarantees respect for human rights.

In addition, specific goals of macro-financial assistance of the Union should strengthen efficiency, transparency and accountability systems of public Finance management in Ukraine and to promote structural reforms aimed at supporting sustainable and inclusive economic growth, job creation and fiscal consolidation,” reads the decision.

The document also notes that the full amount of EU macro-financial assistance is provided to Ukraine in the form of loans.

The European Commission is empowered to borrow the necessary funds on the capital markets or financial institutions and provide them in Ukraine. The loan has a maximum average maturity of 15 years.

In 22 years of the Constitution, the constitutional system of Ukraine have changed 3 times:

1996-2004 presidential – parliamentary (8 years)

2004-2010 – parliamentary and presidential (6 years)

2010-2014 – presidential-parliamentary (4 years)

2014-2018 – a parliamentary-presidential (until 4 years)

With it, every time, the Constitution was changed in an unconstitutional way, whether through the Verkhovna Rada (2004, 2014), whether through the constitutional Court (2010).

Each new Ukrainian President, including Petro Poroshenko, is trying to adjust the Constitution under myself, with the aim of increasing presidential powers.

Wikipedia has suspended work on four European languages

This kind of protest. Thus, the open Internet encyclopedia wants to attract the attention of Europeans to be held on 5 July to vote on the Directive on copyright in the Internet.

When entering the appropriate language segments of the portal “Wikipedia” users are faced with a message which reads: “Instead of having to update the copyright laws in Europe and to facilitate the participation of all citizens in the information society Directive provides for reverse – threatens freedom of communication online, and restrict access to the Internet, creating new obstacles and filters.” The authors of the appeal argue that the adoption of the law in its current form can significantly complicate the exchange of news in social networks or access to them through search engines. “Will endanger itself “Wikipedia”, – stated in the document.

As pointed out by a specialized edition of TechCrunch, the biggest issues are articles 11 and 13 of the Directive. The first obliges news aggregators to enter the “tax links”, that is, to pay for the copying of fragments of journalistic materials. The second gives the online platform liability for copyright infringement by their users. According to experts, it will inevitably push the sites to pre-filter all of the downloadable content. Critics say, check each publication for the copyright compliance physically impossible, and the introduction of automated checkout system is a long and expensive process. The more that such systems are not immune from mistakes.
