American authorities intend to apply new sanctions against Russia as a “response” to “attempted poisoning of a British citizen Sergei Skripal and his daughter chemical or biological weapons.”
This is with reference to the statement of the US state Department announced a number of media, particularly NBC news, and CNBC.
The text of the statement published by CNBC suggests that the US is going to apply new sanctions against Russia on August 22. In a statement, as has become the norm for the American media and the US authorities, contained contradictory information.
In addition to the lack of any real evidence, which so far has not been charged in connection with the incident, including the alleged “poisoning” Skrobala (with their subsequent “miraculous healing from the deadly weapon”), the statement of the US state Department, released by the us media, Russia is attributed to “attempted murder of a British citizen… with a deadly chemical or biological weapons against its own citizens”:
“After the application of nerve toxin a “Newbie” to attempt the murder of a British citizen, Sergei Skripal and his daughter Julia Skripal, USA August 6, installed in accordance with the law on the elimination of chemical substances and the fight against biological weapons from 1991 that the government used chemical or biological weapons in violation of international law or has used lethal chemical or biological weapons against its own citizens.

After a 15-day notice period, Congress these sanctions will enter into force after the publication of the notice in the official journal of the U.S. Federal government August 22, 2018.”
NBC news noted that the sanctions that the US is going to use against Russia in connection with the “business Skrypalia”, may include a ban on the importation into Russia of a number of electronics components (particularly in aviation).
While NBC news, citing an unnamed official of the US state Department said that 3 months after the entry into force of sanctions in the case of “if Russia does not provide reliable assurances” that it will not use chemical weapons in the future and will not agree to some “inspection” can be applied “second stage of sanctions” in the form of downgrading of diplomatic relations, suspension of the right of the state of the company “Aeroflot” to fly in the United States and the prohibition of exports and imports”.
Such a statement is, in a sense, unprecedented in the practice of the authorities of the United States, when the message about the planned sanctions with particular date of their application, citing officials of the U.S. state Department published in the media and not through official channels information from U.S. departments (including the seriousness of the proposed sanctions).
