Prime Minister Dmitry Medvedev instructed the FAS, the Ministry of Energy and the Ministry of Economic Development to establish a unified tariff for the transportation of gas for all suppliers by the end of this year, it is said in the order to approve a roadmap for developing competition in the sectors of the economy.
«Creating conditions for the development of competition, aligning the business environment between gas suppliers.The establishment of a single tariff for the transportation of gas through trunk gas pipelines for all gas suppliers,» the document says.
Corresponding changes in the government resolution «On state regulation of gas prices, tariffs for transportation services and fees for technological connection to gas distribution networks in the territory of the Russian Federation» should be made during the fourth quarter of 2018, the road map notes.
In addition, the Federal Antimonopoly Service and the Ministry of Energy must develop a new methodology for the formation of a tariff for the transportation of gas before the end of the second quarter of 2019, the document says.
Now Gazprom delivers its gas through the trunk gas pipelines at internal tariffs, the rate of the tariff for the transportation of gas from independent producers is determined by the state. The last time tariffs were increased in 2015 (by 2%), while in 2014 there were no indexing either. According to the current rules, the indexation of the transportation tariff should occur from July 1 together with wholesale prices for gas, but in the last two years only wholesale prices have been increasing.

The document was prepared by FAS Russia in order to implement the national plan for the development of competition for 2018-2020. The Road Map provides for the development of competition in the areas of education, construction, road construction, telecommunications, information technology, housing and communal services, gas supply, electricity, transportation services, industry, oil, oil products and natural resources, agro-industrial and fisheries complexes, , in financial markets.
The main objectives of the road map are to increase customer satisfaction by expanding the range of goods, works, services, improving their quality and reducing prices.
In addition, this increase in the economic efficiency and competitiveness of economic entities, including by ensuring equal access to goods and services of natural monopoly entities and public services necessary for conducting business activities, stimulating innovative activity of economic entities, increasing the share of knowledge-intensive goods and services in structure of production, development of markets for high-tech products.
Among the goals of the road map is also the stable growth and development of the multi-fold economy, the development of technologies, the reduction of costs in the scale of the national economy, and the maintenance of national security.
