Sibiryak gave savings to a cooperative, which was forbidden to collect money by the Central Bank

90-year-old Vasily Klementyevich withdrew all the family money from his accounts and took it to the AgroRus consumer credit cooperative. Novosibirets gave 3 million to a suspicious credit cooperative

The Novosibirsk Region invested all the family money in the amount of 3.2 million rubles in the AgroRus credit and consumer cooperative. This company promised a high annual profitability and gave gifts to an elderly man — honey and cognac.

His son, when he found out about his father’s financial «operation», immediately rushed to take the money to the suspicious, in his opinion, «AgroRus». NGS correspondent Ilya Kalinin also looked into the office of this company to find out what frightened the man so much.

Pension investment of three million

In the summer of 2020, 90-year-old Vasily Klementyevich saw an advertisement for the AgroRus consumer credit cooperative near the Globus theater, which promised an annual yield on deposits that was almost twice the yield on deposits of large banks. The pensioner decided that 8.5% per annum is an advantageous offer, especially in comparison with the charges on his bank deposits. And he immediately went to withdraw money to give it to AgroRus. In addition, the famous and honored artist of Russia Svetlana Toma advertised this company. Vasily Klementyevich worked all his life as a military physician and had sufficient financial savings.

The son of Vasily Klementyevich Sergei told the NGS correspondent how everything happened. He himself was not in Novosibirsk at that time. Sergey learned about what happened by chance when he heard from his mother about the lack of money.

— My father shared this story with me in early December 2020. Until that time I was not at home, I am leaving for work in other regions from summer to autumn. When I found out about the adventures of my father, I fell into a slight shock and stupor. It would be fine for the first time, but it is not the first time that different pyramids have been pierced. And he began to tell that there was more than 8 percent, as they showed him all sorts of pieces of paper, almost met in a taxi, gave all sorts of gifts. And I understand that this was done so that he could still carry it to them, — Sergey told the NGS correspondent.

According to the man, at the end of July, his father collected his money — withdrew from savings books, coffins and others — and went to the AgroRus cooperative. On the first day, Vasily Klementyevich brought in 100 thousand rubles, but then he brought the money several more times, until he had accumulated almost 1.4 million rubles.

— I brought them 100 thousand at once. And they also give me a certificate for 5000 rubles, which must be attached to the amount of the deposit. But he was not credited, since I allegedly came on the last day of 8.5% action. And the next interest was already different. And then I reported money several times. Then in the fall, when their interest rates were high again, I brought in a new amount. I was given different gifts: a jar of honey, brandy, — Vasily Klementyevich remembered.

Once again, the 90-year-old depositor came to the KPC in the fall and gave already 1.8 million rubles. In total, over the summer and autumn of 2020, the pensioner brought more than 3 million rubles to AgroRus, having withdrawn them from all his accounts and the accounts of his wife. The share contributions to the cooperative were formalized in two agreements: for almost 1.4 million rubles and for 1.8 million rubles. Copies of the agreements are at the disposal of the NGS editorial office.

Attempts to get your money back

When the son found out this and studied what they write on the Internet about the company, he immediately went with his father to the cooperative to return the money. According to the terms of the contract, Sergey specified, the cooperative was obliged to return the entire amount to the shareholder within 30 days.

At the end of December 2020, the cooperative returned all the money under the first contract — 1.4 million rubles. In early January 2021, AgroRus was supposed to return the second amount — 1.8 million rubles.

— The right date comes, and we went to them. We arrive, and the employee begins to explain to us that nothing was handed over to her after the shift, the leadership in Moscow, and indeed the end of the working day. So we bickered for probably half an hour. I see that there is no result, and while her father calls her to conscience, I call the police over the speakerphone and say that there is a fraud on an especially large scale. I am just orientated in jurisprudence and I know that fraud on an especially large scale is from a million and more. And then with aggravating circumstances: by prior agreement. And as an employee heard that I was talking to the police, she immediately said that she was ready to give part of the money right away, ”Sergei said.

As a result, the AgroRusi employee quickly found 650 thousand rubles at the cash desk. The arriving police officers listened to the story and asked the victims to write an explanation. If necessary, they explained, later it would be possible to write a statement of fraud and attach this explanation to it.

The next time Sergey and his father went to get the money, they went together with the NGS correspondent. The Novosibirsk branch of KPC AgroRus is located in a small office on the first floor of a high-rise building at 250 Dusi Kovalchuk. You enter the premises almost immediately from the street: there are a minimum of interior items, two girls-managers, certificates, licenses and advertisements hanging on the walls. One advertising stand reported that the company had 12 offices in the country, from St. Petersburg and Moscow to Krasnoyarsk and Novosibirsk.

One of the office workers noticed that they could not return the balance in full, and they would give back only a part — 200 thousand. After the money was handed out, the NGS correspondent asked the girls to give the contact of the head of the Novosibirsk branch in order to receive an official comment.

“We have a leader in Novosibirsk, but we don’t give his personal number,” one of the girls said.

— I’m not asking for his personal number, give me a worker by which you can find a manager. What’s his name, by the way? — the correspondent insisted.

— His name is Yegor. But not the fact that he will pick up the phone. Egor Vasilievich. Here is the hotline number for you.

— Why do I need a hotline phone? There usually no one knows anything. And specify the name of your boss.

— Name and patronymic will be enough, we have no right to divulge his name. In general, Anna Mamleeva is the main one in the company. Here’s a Moscow issue for you, ”an employee of the Novosibirsk office held the defense.

Riddles of the PDA «AgroRus»

According to Sergei, while collecting information about the AgroRus cooperative, he discovered many strange moments.

— What is the paradox here: here is Mamleeva, who is the owner or founder of this office for one billion nine hundred million rubles of authorized capital, and there is nothing about her anywhere on the Internet. Like a man from outer space flew in with a billion and opened a cooperative. Well, there are a lot of other inconsistencies. The license was issued in St. Petersburg, registered in Moscow. The brand is made in the spirit of Sberbank and Rosselkhozbank, — Sergey lists strange details from his mini-investigation.

Judging by the data of the Kontur.Fokus system, three AgroRus PDAs are registered in Russia: in October 2019 — in the town of Odintsovo, Moscow Region, and in February and October 2020 — in Balashikha and Dmitrov near Moscow. All three are active. The branch that is located in Novosibirsk, judging by the concluded agreements on deposits, is Odintsovo, but if you believe the license on the wall of the office on Dusya Kovalchuk — Balashikhovsky. However, all three cooperatives have the same chairman of the board — Mamleeva Anna Valerievna.

Mamleeva is also in charge of the PK FRA (consumer cooperative for the financial development of the agroindustry. — Ed.) With the same name «AgroRus». The fourth AgroRus was registered in December 2019 in Moscow.

Advertising brochures «AgroRusi» and its official website Kpkagro.ru claim: a group of companies with this name appeared and worked on the Russian agro-industrial market since 2014. The AgroRus Group of Companies, judging by the same advertisement, includes PDA and PC FRA. And here the first serious question arises, the answer to which no one can give: how has the AgroRus Group of Companies existed since 2014, if all its members were formed in 2019–2020?

The second, no less serious question comes up when you start to find out, and due to what this structure receives a high return on invested money? In different periods, the AgroRus cooperative promised income on deposits at the level of 7.5-10.8% per annum, while for deposits of leading banks these figures were 1.5-2 times lower.

This information is found only in advertising articles. For example, on the website of the RichTalk business platform, they write that the main activity of the GC is the cultivation and sale of grain crops (rice, legumes, oilseeds and fiber spinning crops), vegetables, root and tuber crops, mushrooms, including truffles; breeding of dairy, meat and other breeds of cattle, horses and buffaloes. Elsewhere it is indicated that the GC cooperates with farms that breed trout in Karelia, oysters in Sakhalin and grow grapes in the Krasnodar Territory. At the same time, no specific name is indicated anywhere, but high profitability is emphasized everywhere.

“Judging by the information on the website, the average statistical profitability in a number of areas reaches 135% per annum,” the Otziv-broker.com portal writes about AgroRus Group.

Also, there is no information on the Internet about the activities of businessman Anna Mamleeva, who managed to provide her group of companies with a huge authorized capital of 1.9 billion rubles. However, this authorized capital has not been confirmed by anything and is not indicated in Kontur.Fokus. It was possible to learn about Mamleeva only from the data of the USRIP, and then only that her TIN was issued in the Kemerovo region.

From this perspective, Mamleeva’s figure looks more like a nominal director. By the way, in two CPCs — Odintsovo and Balashikhovsky, when they were called «Interaction» and «Consent» — before renaming into «AgroRus», Mamleeva replaced Vladislav Sinev and Ruslan Karasev in the chairmanship. These persons look like the same nominal leaders.

According to Kontur.Fokus, Sinev and Karasev are founders and CEOs of several more companies. The FTS check revealed that these legal entities had a lot of false information in registration, lack of activity and negative financial indicators.

How the Central Bank bans the work of AgroRusi companies

As evidence of their decency on the website and in the advertisement of AgroRusi, the presence of the control of the Bank of Russia over their activities and the insured liability in the Interregional Consumer Society of Mutual Insurance are indicated.

— This insurance is not an indicator at all. There is a system of state insurance of bank deposits. And as long as the state exists, it gives a guarantee that even if the bank burns down, you will receive this minimum part of yourself from the bank. But the CCP is not one of that. And secondly, this mutual insurance organization — what does it actually mean? That several firms agreed and simply organized a new organization — some kind of LLC «Mutual Insurance», — explained to the NGS correspondent in the Moscow «City Consulting Center», whose lawyers have repeatedly encountered various CCPs, including fraudulent ones.

According to the center’s lawyers, the activities of individual cooperatives resemble the well-known financial pyramid «MMM» and lasts about three years. After that, the lawyer noted, such a structure ceases to exist.

As it turned out, the Bank of Russia really controls the activities of the AgroRus CPC. On the website of the Central Bank, you can find an order issued to the AgroRus cooperative “on limiting the implementation of raising funds, accepting new members, issuing loans”. This ban was issued on July 29, 2020 to a cooperative registered in Odintsovo.

— This prohibition does not apply to other areas of the CPC’s activities and does not prevent the payment of funds to members (shareholders) under the concluded agreements, — the Central Bank clarifies.

Exactly the same ban was issued on November 3, 2020 to the AgroRus cooperative that appeared later with registration in Balashikha.

«I would like to warn others not to get caught»

On the telephone of the Moscow head office of AgroRusi, the NGS correspondent was told that they did not know the name of the head of the Novosibirsk office, that the head was in Novosibirsk, and was advised to call the local hotline. On the telephone of the Novosibirsk hotline, they answered that the head, Yegor Vasilyevich, whose last name remained a secret, was in Moscow. It was not possible to find out which of the two offices deceived the correspondent.

We also failed to find the main head of the AgroRus CPC, Anna Mamleeva. The Moscow office offered to send a journalistic request to Mamleeva by e-mail. For the entire time of preparation of the material, no one answered the request sent by the editorial staff of the NGS.

Vasily Klementyevich managed to take the rest of his share in the amount of 1.8 million rubles from the cooperative only at the beginning of February. His son Sergei noticed that the cooperative did not fully comply with the penalties stipulated by the contract: instead of the prescribed 300-400 rubles, the KPC paid only 38 rubles.

— Yes, it doesn’t matter: the main thing is that everything was returned, and I would like to warn others so that they do not get caught. I think we managed to get our money thanks to your visit: it seems to me that they have strained a little. After him, they returned the entire amount of about 700 thousand for three times, — the son of 90-year-old Vasily Klementyevich Sergei told the NGS correspondent.

In early February, the NGS talked about a strange presentation by one company, where they sold massage capes to pensioners for 240 thousand rubles. The NGS correspondent, who came to the presentation as an ordinary guest, was first allowed into the hall, but soon after he was kicked out.
