The Central District Court has arrested Konstantin Golovin, director of the Novosibirsk capital construction department, and the man will spend two months in a pre-trial detention center.
The man was detained on Monday, February 15, after searches at the Moscow State Institution «Capital Construction Directorate». On the same day, the regional investigative committee opened a criminal case against Konstantin Golovin — he is suspected of fraud and bribe-taking.
— By the decision of the Central District Court of the city of Novosibirsk dated February 17, 2021, a preventive measure in the form of detention for two months was chosen against the accused K. Yu. Golovin, that is, until April 15, 2021, the court’s website says.
According to the investigation, in 2020, Konstantin Golovin, while fulfilling a municipal contract for the construction of a kindergarten on Sportivnaya Street in the Leninsky District, with the help of a controlled company, organized the preparation of fictitious documents and the acceptance of the work performed on dewatering at the facility in the amount of over 5 million rubles. These works were not performed, but were paid for.
And when fulfilling another municipal contract in 2020 — for the construction of a kindergarten-nursery building on November 9th Street in the Oktyabrsky District — Konstantin Golovin gave illegal instructions to his subordinates to accept deliberately outstanding work under a municipal contract, for which he received a bribe with air tickets in excess of 130 thousand rubles.
The court ruling has not yet entered into legal force.
