“The statement of the American side about the provocative nature of Russia’s decision on the simplified procedure for granting citizenship to residents of the South-East of Ukraine confirms the complete indifference of the United States to the humanitarian problems of residents of these territories,” said Andrei Klishas, Chairman of the Federation Council Committee on Constitutional Legislation and State Building.
Recall that the State Department of the United States of America nervously reacted to the decision of President Vladimir Putin to simplify the granting of Russian citizenship to residents of Donbass. State Department spokesman Morgan Ortagu said that the decision of the Russian leader seriously hampers the implementation of the Minsk agreements. According to Ortagu, “by very provocative actions” Moscow is intensifying an attack on the sovereignty and territorial integrity of Ukraine. She also drew attention to the fact that the decision of Moscow was made only three days after the election of Vladimir Zelensky as the new president of Ukraine.
“President-elect Zelensky more than once expressed readiness to seriously communicate with Russia on the implementation of the Minsk agreements and end the conflict in eastern Ukraine, which led to the death of 13 thousand people. Now Russia must decide whether it wants to continue to escalate tensions or to comply with its obligations in accordance with the Minsk agreements, ”said Ortagu.
The US Special Representative for Ukraine Kurt Volker is dissatisfied with the decision of the Russian side, who called the simplification of the procedure for obtaining Russian citizenship for the residents of Donbass “extremely provocative”. Volker stressed that this region, like its people, is Ukrainian, and it does not depend on any language preferences.
Commenting on the statements of US officials, Russian Senator Andrei Klishas noted that Russia’s decision on the simplified procedure for granting citizenship to residents of the rebel regions of Ukraine pursues the same goals as the Minsk agreements. “Since Ukraine does not fulfill its obligations under the Minsk agreements, the Russian Federation cannot allow the situation to worsen the humanitarian crisis in the South-East of Ukraine,” said the parliamentarian. “Instead of sitting at the negotiating table and taking joint actions aimed at solving the problem of the South-East of Ukraine, the United States chooses to accuse Russia of provocations.”
“In Ukraine, a situation occurred when the state actually abandoned its own citizens, who were, in fact, outside the legal field of any state. Moreover, this is happening against the background of a deep humanitarian crisis, ”Klishas said.
According to the senator, by ceasing to pay pensions and make other social payments to residents of a number of territories in the South-East, the Ukrainian authorities have deprived them of a substantial component of communication with the state. “The Ukrainian leadership, in flagrant violation of the provisions on the rights of a man and a citizen provided for by the Constitution of Ukraine, thereby independently abandoned its citizens.”
The parliamentarian stressed that the decree of the President of the Russian Federation is aimed at creating conditions for the real protection of the rights of the population of the Donetsk and Lugansk regions. “Unlike the Ukrainian authorities, which consistently ignore the agreements on resolving the domestic political crisis in Ukraine, which were reached under the Minsk agreements, the Russian Federation seeks to guarantee the residents of the Lugansk and Donetsk regions a real opportunity to protect their rights,” said Andrei Klishas.
“Despite the fact that, in accordance with paragraph 8 of the Set of Measures for the Implementation of the Minsk Agreements, Ukraine has assumed the obligation to restore the socio-economic ties between the state and the population of the South-East of the country, the necessary measures, in fact, have not yet been taken. All that the residents of Donetsk and Lugansk regions receive from Ukraine are expectations of an even greater loss of rights, ”concluded the senator.
