Deputy Prime Minister Borisov sent a black mark to Boeing, Airbus and UAC

Government-responsible defense industrial complex (DIC), Deputy Prime Minister Yury Borisov, gave a lecture at the Moscow Aviation Institute, and then answered questions from students and teachers. His listeners were interested in the future of the Russian aviation industry and how it is planned to solve the problems facing the industry. The Deputy Chairman of the Government and the Deputy Chairman of the Military-Industrial Commission of the Russian Federation did not paint reality. “MK” delved into aviation problems.

In the structure of the Russian defense industry, the aviation industry has the honorable first place in terms of production – more than 40% of the entire defense industry, almost half a million workers, dozens of factories and design offices. The industry gives the lion’s share of export earnings. But… mostly due to military aircraft. The segment of civil aircraft sank in the 90s. And since then does not straighten out.

-In the 90s – early 2000s, we practically ceased to produce civil aircraft. This niche has been lost. She was quickly occupied by Airbus and Boeing on the Russian market, the vice-premier painted a sad picture.

It really is. Russian airlines quickly transferred from Tu, Yak and Il aircraft to foreign aircraft. A small number of regional “Dry Superjet” weather do not. They fly relatively close, passengers take less than a hundred. There are no main domestic liners yet. All hopes for MS-21. But the beginning of its mass production is postponed for a year. Thanks to the sanctions.

And yet, Yuri Borisov believes that the MS-21 will soon be able to press down Western competitors. In his opinion, these aircraft need more, the pace of production must be increased. Moreover, the need for air transportation within the country will grow. And the state should help in the implementation of this project and protect domestic producers.

“There should be an aggressive state policy on washing out Western models of civil aircraft and domination of Russian equipment,” the Deputy Prime Minister sent greetings to Western manufacturers. – Up to direct subsidizing of price difference.

Miracles do not happen, he explained. If Boeing launches a plane a day, and we are a plane a month, then it’s difficult to talk about competitiveness. The law of mass production has not been canceled. And therefore, at least, at first, the aircraft builders need preferences from the state.

“I am a supporter of sufficiently serious administration in this regard,” said the Deputy Prime Minister. – Why should we care for a foreign manufacturer? Buy board, of course, you can. But the money will go there. Who will benefit from this? We must do something of their own!

But on the way to a bright future, the Russian aviation industry has a lot of problems to solve. First, raise productivity. So far, according to this key economic indicator, our defense industrial complex is inferior to the leading western companies every five times. They have an output per employed person – under ten million rubles, we have about two million. There is much to grow.

What determines the performance? If in general terms – on the state of fixed assets, labor organization and staff qualifications. Each of these components in our aviation industry is gradually catching up to the world level. I would like faster.

Take, for example, the organization of labor and management system. Since 2003, the restructuring of the defense industry and aircraft industry, the creation of large integrated structures began. Integration has a lot of advantages. This is a global trend. In an integrated structure, it is easier to pursue a unified technical policy, optimize the technological chain, and attract funds, including credit, for the development of production.

But it turns out that this form of organization and management also has disadvantages. Thus, according to Yuri Borisov, at the initial stage, many tried to simply copy the activities of the ministries, and the newly created integrated structures repeated their functions. Forgetting that the objective function of integrated structures is the optimization of the production chain, scientific activity, a single personnel, economic, financial policy.

All the advantages that are incorporated in the integration were at some stage replaced by administration and an attempt to copy the activities of the ministries, said Yuri Borisov. According to him, this period is over. Many understood that the bloated management apparatus of integrated structures, the number of chiefs who command subsidiaries is only in the negative. Rostec gave an example of a reduction in the managerial apparatus, reducing the staff of managers to about a couple of hundred.

– What the UAC will have to do in the near future. There is also incommensurable. Roughly speaking, as in the saying: seven with a spoon, and one with a bipod. But it should be the other way around, – the vice-premier set the task for the managers of the aircraft manufacturing holding.

Well, he outlined the scope of work for the coming years for students and teachers of the MAI. Among the urgent tasks, for example, the development of hypersonic speeds, the creation of supersonic passenger aircraft of a new generation and fundamentally new aircraft, the development of information technology, including artificial intelligence.

The vice-premier finished the lecture with a very clear statement: “We must be competitive. In this regard, you need to move forward more aggressively. Those who do not have time will remain on the side of the road. ”

And also: “Russia cannot and will not be without aviation. That’s it for sure. This is a key industry for the Russian economy. ”

For millions of Russian air passengers sounds encouraging.
