Today, at a meeting with media representatives, the press service of the district administration and large enterprises of the region presented a report on the environmental safety of the nuclear power plant last year at the Balakovo NPP information center and discussed preparations for the comprehensive emergency response exercise, which will be held in September.
Representatives of all interested ministries and departments of the Saratov region, environmental public organizations, the Central Control and Monitoring Center of the Ministry of Emergency Situations, the Unified Standby Dispatch Department of the Civil Defense and Emergencies Ministry and the Public Chamber of the Balakovo District, and the Council of Veterans of BalAES were invited.
Traditionally, the meeting was attended by specialists from the Balakovo branches of the Rosenergoatom concern Atomenergoremont, Atometehenergo, and Balakovo NPP-Auto, which also adhere to the policy of information transparency.
The head of the station’s information and public relations department, Dmitry Shevchenko, spoke about the scale of the upcoming exercise with modeling emergency situations at power units and evacuating personnel. They will be attended not only by the forces and means of the enterprise, but also by local authorities, the emergency assistance group for nuclear plants (OPAS), the forces and means of the Ministry of Emergencies, the Ministry of Defense and the Russian Guard, and a large group of international observers. Several hundred units will be involved, including military special equipment.
The presentation of the BalAES environmental report takes place annually, it reflects the results of the environmental activities of the enterprise. The publication of an environmental report in a city located near a nuclear power plant is intended to raise the awareness of the population, environmental organizations, scientific and social institutions, LSG and state authorities about the real environmental situation in the region and measures to improve environmental safety.
Novovoronezh NPP visited by international experts
From August 7 to 9, at the Novovoronezh NPP, a support mission and a preliminary visit of the pre-launch peer review by the World Association of NPP Operators (WANOs) were held in parallel. Five WANO experts from Russia, Armenia and Bulgaria arrived in Novovoronezh to help in finding the best ways to solve production problems, to increase the safety and reliability of the nuclear power plant.
– In 2016, our colleagues already arrived at the Novovoronezh NPP with a peer review, in which an area for improvement was identified in the direction “Organizational structure of the nuclear energy enterprise and its characteristic features”. The leadership of the Novovoronezh NPP asked us to conduct our support mission, which is especially relevant in anticipation of a re-peer review – it will be held in November, ”said Galim Musin, adviser to the Moscow WANO Center.
WANO experts worked with managers and specialists of Novovoronezh NPP in a round table format. According to Galim Musin, recommendations for the nuclear power plant are developed on the basis of the results of a collective discussion.
At the final meeting with the leadership of Novovoronezh NPP, WANO experts presented a preliminary report of the support mission and developed recommendations and suggestions for improving the interaction between the units of Novovoronezh NPP.
The preliminary visit of the Pre-Launch Partnership Check (SPT) of WANO took place at power unit No. 2 of NNPP-2 (No. 7 of NNPP). The purpose of the visit is to determine the optimal timing for the upcoming audit, to familiarize itself with its methodology of direction managers from NNPPs. During the preliminary visit, goals and methodology for monitoring the work of operational personnel on a full-scale simulator were presented.
International experts talked with the leadership of Novovoronezh NPP, worked with the documentation of the launch facility, conducted interviews with the heads of inspection areas from the NPP. WANO representatives visited the training center and walked around the construction site of the power unit.
According to the Charter of WANO, pre-launch PP is carried out at each new power unit of the world. Since 2013, international experts have conducted about 40 partner inspections and repeat visits, the main purpose of which is to assess the readiness of the power unit and its personnel for safe operation.
– In a pre-launch peer review, we will need to verify that the operational personnel of the nuclear power plant have moved from a way of thinking in terms of commissioning and installation to a worldview in which nuclear safety becomes a top priority. And the purpose of the preliminary visit is to coordinate the timing and organize the upcoming audit, explained Sergey Vybornov, adviser to the Moscow center of WANO, the coordinator of the RFPP.
The power units No. 1 and No. 2 of the NVAES-2 (No. 6 and No. 7 of the NVAES) with VVER-1200 reactors belong to the fourth stage. The power unit No. 1 of the NVAES-2 passed the pre-start check of the WANO in 2015.
To date, all the organizations of the world operating nuclear power plants are in VAO; in total, there are about 450 power units in their composition.
