Which celebrity will write laws in the new State Duma

The new Duma will have 450 people — some are already familiar to us from the bills, we will see someone in this role for the first time. For the next five years, they will come up with the laws by which we live.

In September, we went through the main political event of the year — the elections to the State Duma — and in October we will see where this choice will lead. The first meeting of the renewed parliament will be held next Tuesday, at which the chairman will be elected, the agenda will be determined, and if they succeed, the deputies will put forward the first initiatives.

So far, the names of half of the deputies are known — these are the so-called single-mandates who fought for deputy seats in their constituencies. The composition will be fully determined by October 12. We have selected the most interesting characters — both political heavyweights with an interesting background and completely newcomers.

So, get acquainted, this is the new State Duma.

Anatoly Wasserman

For a publicist, TV presenter and just a polymath in a gray sleeveless jacket with pockets, victory in the elections to the State Duma is far from the first step in a political career. Back in the 90s, Anatoly Wasserman ran for the Verkhovna Rada of Ukraine, but lost the elections. In 2016, after receiving Russian citizenship, he was going to the State Duma from the Fair Russia party, but became the second. It turned out to be victorious this year: with a result of 33.66%, the self-nominated Wasserman bypassed the communist Sergei Obukhov.

Speaking about his plans for the Duma, Wasserman expressed a desire to join the Committee on Education and Science, but the rest of the election promises do not coincide with science and knowledge. In particular, he stated that in parliament he wants to seek recognition of the propaganda of the «greenhouse theory» as fraudulent, as well as the prosecution of the «advertisers» of this theory, among which he named US President Joe Biden. In addition, Wasserman intends to deal with the legalization of armed civilian self-defense.

— I advocate the introduction of firearms on the free sale, — said Wasserman at the youth forum «Territory of Meanings». — Statistics show that in countries where similar laws are introduced, violent crime then falls noticeably faster. But it is important not only to provide weapons, it is more important to train people in self-defense. And this is not only the ability to quickly grab weapons and shoot accurately.

Denis maidanov

That feeling when your admirers gathered at the polling station: singer Denis Maidanov bypassed the closest rival with a double advantage — 40.51% for the newly-made deputy against 18.99% of the candidate from the Communist Party of the Russian Federation.

Denis Maidanov is a singer, composer, poet, actor, and now also a deputy from United Russia. His songs are performed by Philip Kirkorov, Nikolay Baskov, «Turetsky Choir» and even Katya Lel. Now Maidanov decided to concentrate on writing legislative novels.

“I made this decision at the end of last year, decided that the time had come not only in word, but also in deed to help my country,” Maidanov told RIA Novosti. At my concerts, many parents come up and say that they bring up children on my songs, this is a sign of trust for me.

However, the singer did not disclose the details of his political plans.

Dmitry Pevtsov

The star of «Gangster Petersburg» won a victory in the Medvedkovsky district of the capital.

“The plans of work in the State Duma are clear: to figure out how this“ lawmaking machine ”works, and to start solving the issues that the voters put before me,” Pevtsov explained his intentions to Parlamentskaya Gazeta.

Among the «hot spots», the newly minted deputy notes the revision of the pension reform, and the change in funding for education and health care, and the development of the abilities of children throughout Russia, and, of course, cultural issues — the preservation of the traditions of the Russian language and «control of what modern cinema and theater Russians, what the state’s money is spent on (and these are the taxes of voters) in the creative sphere. »

It sounds interesting, but it is enough to recall Pevtsov’s other initiatives to make the deputy’s portrait even more vivid. In particular, the artist called for the return of the practice of the Soviet five-year plans to the economy, or to block Twitter forever, or to protect the Russian viewer from scandalous TV programs.

Peter Tolstoy

TV presenter and producer Pyotr Tolstoy has been in the State Duma since 2016; voters of the Lublin district of the capital helped him to extend his term as a deputy. If we evaluate Tolstoy’s deputy career in the last convocation, he can be called a very active person: Tolstoy co-authored 59 initiatives and amendments to federal laws. For example, together with Senator Andrey Klishas, ​​he drafted an amendment according to which any person can be recognized as a foreign agent for distributing media materials — a foreign agent with funding from abroad.

During his term in office, Pyotr Tolstoy became famous for his odious statements. He opposed the law on domestic violence, which, in his opinion, is aimed at splitting the family «with the help of outside interference, from neighbors to NGOs.» And instead of Western medicines, Tolstoy suggested that the Russians be treated with oak bark and hawthorn.

Irina Rodnina

The Soviet figure skater, three-time Olympic champion and ten-time world champion began to engage in politics in the early 2000s. Irina Rodnina tried to get into the State Duma in the 2003 elections and in the 2004 by-elections, but only the third attempt was successful. In 2007, the athlete became a deputy from United Russia, this year her career will continue in the eighth Duma convocation.

Previously, Rodnina was a member of the International Affairs Committee. In the last convocation, she worked on 15 bills, together with the deputy Oksana Pushkina, she proposed a law on baby boxes — places where you can leave a newborn child anonymously, and the mother will not be searched for.

“Until the law on baby boxes is adopted, we will continue to read the monstrous reports on the dead newborns,” the authors of the bill explained then.

In addition to legislative work, Rodnina was a member of the State Duma Ethics Committee. Together with other deputies in March 2018, she heard explanations from two journalists who accused deputy Leonid Slutsky of sexual harassment. As a result, the commission did not find any “violation of behavioral norms”.

Irina Yarovaya

In the 80s and 90s, Irina Yarovaya worked at the prosecutor’s office, and since 2007 — a deputy of the State Duma. The current convocation is already the fourth for her, on her account — 238 legislative initiatives and amendments.

Yarovaya gained fame after the authorship of high-profile bills, including on toughening the rules for holding rallies, criminal liability for defamation and on the obligatory obtaining of the status of a foreign agent for funding from abroad.

In 2016, the deputy introduced amendments to the laws on terrorism and extremism, popularly nicknamed the «Yarovaya package»: the amendments assumed not only toughening the current punishment, but also the introduction of additional reasons for entering and leaving the country, allowing investigators to receive information from e-mails, obliging telecom operators to store calls and messages from subscribers for three years, as well as obliging organizers of information dissemination on the Internet to decode user messages and provide data at the request of the FSB. All these requirements, according to various estimates, brought significant additional expenses to telecom operators and Russian Post — up to 2.2 trillion rubles for operators, and up to 500 billion rubles for the post office.

Yarovaya’s latest amendments were more or less loyal. In particular, she is one of the authors of the ban on collectors from communicating with third parties and the draft of a model contract for the purchase of food for schoolchildren.

Vitaly Milonov

Scandalous fame came to Vitaly Milonov when he was a deputy of the St. Petersburg Legislative Assembly, then he spewed out trash ideas with enviable frequency. For example, he offered to ban hookahs, allegedly because of drug propaganda. He was one of the authors of the bill on administrative responsibility for the promotion of homosexuality and pedophilia and unsuccessfully tried to bring the Rammstein group, Lady Gaga and Madonna to this very responsibility. Milonov tried to ban photography and video filming in the subway, to close the MTV channel for immorality and advocated granting the embryo with civil rights.

With the arrival of Milonov in the State Duma in 2016, his initiatives have lost their former glamor. In the last convocation, he co-authored 15 initiatives, including the inclusion of websites advertising alcohol in the list of prohibited ones, registration of children under 14 in social networks only with parental consent, or a ban on the use of social networks during working hours. He also offered the Minister of Housing and Utilities to involve the townspeople in clearing snow for discounts in housing and communal services.

In 2019, Milonov proposed to bury Lenin’s body, thereby incurring the wrath of the communists.

Nikolay Valuev

Nikolai Valuev has been involved in politics for over 10 years: back in 2011, he was re-elected from the Kemerovo branch of United Russia, but participation in the seventh and eighth convocations of the State Duma should be obliged to the voters of the Bryansk region.

Valuev began his deputy career by replacing the chair: a standard athlete with a height of 2 meters 13 cm was not enough.

— The chair is ordinary, the same as that of all deputies, only the back is slightly higher — to support my back. But today it was still very uncomfortable to sit in it, — Valuev complained then. — I asked, before this chair was installed, that the inclination of the back is made more, so that the back is resting. I asked again today.

By the way, they made a new chair for him.

At first, Valuev was a member of the State Duma Committee on Physical Culture, Sports and Youth Affairs, but in recent years he was more involved in ecology than sports — the former boxer is listed as a co-author in 25 bills, including the law on the legal collection of dead wood. He also made amendments to the bill on the development of forest zones and open-air hunting.

Vyacheslav Fetisov

The hockey player and honored coach of Russia has been a member of United Russia since 2007, since 2008 he has been a member of the Federation Council from Primorsky Krai. In 2016, Vyacheslav Fetisov became a deputy of the State Duma, was a member of the Committee for Physical Culture, Sports, Tourism and Youth Affairs. The parliamentarian has 30 bills.

Fetisov, in particular, proposed introducing the concept of a “young scientist” for Russians under 40 with advanced degrees, as well as developing support measures for them. In addition, the deputy proposed raising the age limit for young people — from 30 to 35 years old (and the president, by the way, signed such a decree at the end of 2020). According to Fetisov’s plan, this expands the opportunities for young people to use measures of state support, for example, to receive a grant based on the results of the All-Russian competition of youth projects.

Alexander Khinshtein

Old-timers remember Alexander Khinshtein as an investigative journalist: in the 90s he published a number of articles that became the reason for criminal cases involving high-ranking officials. Because of his materials, searches were carried out at Berezovsky and Abramovich. Closer to zero, Khinstein’s interests began to shift towards politics, since 2003 he has been a member of the State Duma.

Khinshtein was a co-author of the law «On the activities of foreign persons on the Internet», according to which foreign IT giants must have branches in Russia, supported the transition to electronic passports, was one of the initiators of punishing conductors with a fine for disembarking a minor free-rider from public transport.

At the end of last year, the State Duma adopted another Khinstein law — on censorship on the Internet: Roskomnadzor can block sites that restrict “significant information on the territory of the Russian Federation on the basis of nationality, language, origin, property and official status, profession, place of residence and work, attitude to religion and (or) in connection with the introduction of political or economic sanctions against Russia or Russians by foreign states. » Together with his United Russia colleagues, Alexander Khinshtein proposed to prohibit entry into the country for foreigners who showed hatred and enmity towards the Russian-speaking population or insulted veterans of the Great Patriotic War.

Vladislav Tretyak

From 1969 to 1984, Vladislav Tretyak defended the gates of CSKA and the USSR. For the Soviet national team alone, Tretyak played 482 matches and 117 games at the World Cup and the Olympic Games. The last time Tretyak went on the ice was in 1984, then began a coaching career, and in the mid-90s — a political one.

Tretyak was elected to the State Duma for the first time in 2003, since then he is a deputy of each convocation, but you cannot call him an active deputy: in the archive of the Duma we found only 37 bills, four of which are under consideration. They mainly relate to sports. In particular, Vladislav Tretyak proposed to regulate the activities of sports agents — without accreditation they will not be able to arrange athletes in various clubs.
